The Health & Financial Crisis Monitor (HFCM) has been established by the European Observatory on Health Systems and Policies in collaboration with the Andalusian School of Public Health with the aim to inform policy makers and other stakeholders about the impacts of the current crisis on health and health systems and to promote the use of evidence in decision-making around the ways to address them.


This web monitor

  • collates and organises evidence on the effects of the financial crisis on health and health systems, including access to healthcare;
  • provides a conceptual framework for analysis of health policy responses to economic shocks;
  • reports on the policy options to respond to the challenges generated by the crisis, also based on a Europe-wide survey.


The database includes scientific journal articles drawn from Pubmed as well as other data and key publications published by international organizations and institutions. It is regularly updated by research teams in both the European Observatory on Health Systems and Policies in collaboration with the Andalusian School of Public Health.

Through our dedicated Twitter account @OBSfincrisis also grey literature (press articles, opinion pieces) is covered as well as events and activities focusing on this issue.
